• DV-2011 Diversity Lottery is now accepting entries
The registration period for the DV-2011 Diversity Visa lottery is now open. The Diversity Immigrant Visa Program provides a maximum of 55,000 Diversity Visas (DVs) each fiscal year to be made available to persons from countries with low rates of immigration to the United States. For more information about eligible countries please see the DV lottery website: www.dvlottery.state.gov.
Entries for the DV-2011 must be submitted electronically between Friday, October 2, 2009 and noon, Eastern Standard Time (EST) Monday, November 30, 2009. Applicants may access instructions and the electronic Diversity Visa entry form (E-DV) at www.dvlottery.state.gov during the registration period.
2011年抽籤移民已於2009年10月2日開始,到11月30日結束 。
• E-Verify mandatory for Federal Contractors
In September 2009, U.S. Department of Homeland Security (DHS) implemented the E-Verify Federal Contractor Rule, which requires all federal contractors and subcontractors to use the E-Verify system to verify their employees’eligibility to work in the United States. Applicable federal contracts awarded and solicitations issued on or after September 8, 2009 will include a clause committing government contractors to use E-Verify.
自2009年9月起 ,美國國土安全部門實施”E-Verify Federal Contractor Rule”, 凡與美國聯邦政府有事業往來者或轉包商都必須要使用 ”E-Verify system”來確認他們員工能在美國工作的資格。

• FDNS Site Visits
U.S. Citizenship and Immigration Services (CIS) has launched a major initiative to detect fraud in the H and L visa programs. The Fraud Detection and National Security unit will visit up to 20,000 H and L employers in the coming year, and CIS will use the information gathered during these audits to pursue criminal investigations.
美國公民及移民局針對H及L簽證已經實施”防範作假行為”之辦法。 “The Fraud Detection and National Security Unit作假偵察及國際安全單位”即將拜訪20,000 名有意聘雇H專業人員簽證申請人之美國僱主,及意欲調派L簽證經理級、主管級、或具有特殊專業知識之申請人的美國公司。 美國公民及移民局將利用查證過程中所蒐集的資料來進行犯罪調查。
• New Naturalization Test
Beginning October 1, 2009 all citizenship applicants must take the new naturalization test regardless of when they filed their Application for Naturalization (Form N-400). Up until October 1, 2009 applicants who had filed for naturalization before October 1, 2008 had a choice of taking the old test or the new test.
公民申請者在2009年10月1日後遞出入籍歸化申請表格 (form N-400), 所有公民申請者要參加新的入籍歸化考試 。
從若公民申請者在2008年10月1日前已經遞出入籍歸化申請, 2009年10月1日前參加考試者,才有機會選擇要參加新的或舊的入籍歸化考試 。
• Form I-9
All U.S. employers must complete and retain a Form I-9 for each individual they hire for employment in the United States. This includes citizens and non-citizens. On the form, the employer must examine the employment eligibility and identity documents an employee presents to determine whether the documents reasonably appear to be genuine and relate to the individual. The employer must then record the document information on the Form I-9. Only forms with revision dates of 02/02/09 and 08/07/09 are acceptable. The revision dates are located on the bottom right-hand portion of the form.
不論所僱用的員工為美國公民與否, 只要所聘僱的員工是在美國本土工作, 所有美國僱主必需完成且保留每位員工的Form I-9。 在這份Form I-9表格中, 僱主必須審查員工的資格及身份證明文件, 且所有文件是否為真實且相關連每一位員工。 美國僱主必需紀錄在表格Form I-9這些文件資料 。


• H-1B Cap Still Not Yet Reached
Unlike years past, the H-1B visa cap has not been reached as of yet. CIS will continues to accept both cap-subject petitions and advanced degree petitions until a sufficient number of H-1B petitions have been received to reach the total statutory limit of 85,000 visas.
不同於往年, H-1B簽證申請數到目前尚未達到配額 。美國公民及移民局將繼續接受cap-subject 申請案及advanced degree申請案直到有足夠的H-1B申請案達到法令限制的85000簽證名額。
